GMDSS RESTRICTED RADIO OPERATOR'S COURSE (ROC)

The implementation in 1999 of a new Global Maritime Distress & Safely System (GMDSS) has had a profound effect on marine communications.
The GMDSS Restricted Operator's Certificate (ROC) has been introduced by the MCA to serve the needs of SOLAS Conventions vessels that sail exclusively within GMDSS A1 Sea Areas. On such ships bridge watch-keepers require the (ROC) or the higher grade General Certificate (GOC).

STCW-95 CERTIFICATE REVALIDATIONS
ln order to maintain a valid Foreign Going Deck Officers certificate, holders require a GMDSS qualification. The MCA have confirmed that the GMDSS ROC is acceptable for STCW-95 re-validations. (See Part 4 MGN 4(M) - Marine Guidance Notes on Training and Certification) The GMDSS ROC will be of particular interest for candidates for MCA 200 tons certificates and Pilots, Harbour Masters and marine shore staff wishing to maintain valid seagoing qualifications.

COURSE STRUCTURE
The GMDSS (ROC) follows a course syllabus and standard as laid down by the IMO and CEPT. There are no nationality requirements in order to he awarded the ROC. The qualification is internationally recognised. The ROC course is 3 days including the examination.
The examination has 3 elements

Radio Procedures - (written or oral paper)
Voice exercise - Simulated Distress Communications
Operational Performance Test - Candidate demonstrates the use of GMDSS equipment and knowledge of radio regulations.

EXAMINATION REQUIREMENTS

TWO Passport photographs.

Fluency in English : Although there are no nationality requirements, all candidates must be fluent in both English and the phonetic alphabet.
The MCA grants no exemption to holding a GMDSS certificate i.e. for holders of Aeronautical or marine VHF or old style Restricted radio operator certificates.
Please note: No knowledge of Morse Code required

STCW-95 REQUIREMENTS
Seafarers who hold UK certificates who have to comply with requirements of the STCW Code must have their GMDSS Certificates endorsed by the Maritime and Coastguard Agency (MCA).
Please note UK GMDSS Certificates issued before January 1994 are not acceptable for endorsement.
